What is the government's ECO scheme?
The Energy Company Obligation (also known as the ECO scheme), first introduced in 2013, is a UK government-led energy efficiency scheme that promotes the reduction of carbon emissions and tackles fuel poverty. The program mandates that medium to large gas and electricity providers in the UK offer financial assistance to qualified households in order to improve their energy efficiency. This scheme is one of UK government’s foremost initiatives towards the ‘Net-zero by 2050’ mission.
The ECO4 scheme
The Energy Company Obligation is now in its fourth iteration – ECO4, which commenced on 27 July 2022 and will run until 31 March 2026. It focuses on low-income, vulnerable and fuel poor consumer groups through the installation of insulation and heating measures. ECO aims are as following:
a) help alleviate fuel poverty and accelerate progress to meet fuel poverty targets
b) contribute to carbon reduction targets in the domestic sector
c) reduce the costs of meeting the UK’s renewable energy target through promoting more efficient energy use, and
d) encourage innovation in the industry

What is the ECO Flex or LA Flex Scheme?
ECO Flex or LA Flex, also known as Local Authority Flexible Eligibility, is an integral part of the UK Government’s latest phase of the Energy Company Obligation Scheme – ECO4.
With LA Flex, Councils and Local Authorities are empowered with the flexibility to expand the eligibility criteria for the ECO scheme, adapting the energy efficiency schemes to suit the unique needs of their respective communities.
This allows more residents, in addition to those already eligible for ECO funding through benefits, to qualify and apply for the funding scheme.
All the regulations around the LA FLEX funding and roles of councils are outlined and administered by OFGEM (The Office of Gas and Electricity Markets)

Why you should apply and take advantage of these schemes?
With the ECO4 and ECO Flex scheme, you can potentially secure Free ECO funding towards home improvements for your property which otherwise, can cost anywhere between £6,000 to £20,000.

ECO4 Flex - Local Authority Flexibility
The ECO4 Flex, also reffered to as the Local Authority Flexibility Scheme (LA Flex) is part of the ECO4 scheme, is an integral part of the UK Government’s latest phase of the ECO4 scheme. With LA Flex, Councils and Local Authorities are empowered with the flexibility to expand the eligibility criteria for the ECO scheme, adapting the energy efficiency schemes to suit the unique needs of their respective communities.
The eligibility criteria for LA Flex have slight variations compared to the ECO4 program, as LA Flex extends its scope to include households who are currently missing out on the ECO4 scheme and would benefit from similar home improvements.
The LA Flex qualifying criteria include the following elements:
- Your annual household income is below £31,000.
- You are suffering from a long-term illness or a health condition* and vulnerable to living in a cold home (Referral from NHS).
- Your property should have an EPC rating of D, E, F or G.
* Health Conditions may fall under one of the following umberalla:
- A cardiovascular condition (eg – Angina)
- A respiratory disease (eg – Asthma, COPD, etc.)
- Limited mobility (eg – Arthritis)
- Immunosuppression (eg – Rheumatoid Arthritis, Type I Diabetes, etc. )
ECO4 Scheme Eligibility
The primary focus of the ECO4 program is on supporting low-income or vulnerable households.
The ECO scheme is available for homeowners or private tenants who are currently receiving at least one or more of the qualifying benefits and are living in a property with energy efficiency band D, E, F or G
