What is the Great British Insulation Scheme ?
The Great British Insulation Scheme (GBIS), also known as ECO+ Scheme, is an integral part of the UK Government’s latest phase of the Energy Company Obligation Scheme – ECO4.
The Great British Insulation Scheme (ECO+) is designed to deliver improvements to the least energy-efficient homes in Great Britain to become more energy effecient by funding home insulation measures. It is an integral part of the government’s mission to tackle fuel poverty and reduce carbon emissions.
This allows further 400,000 more residents, in addition to those already eligible for ECO funding through benefits, to qualify and apply for the funding scheme.
All the regulations around the Great British Insulation Scheme funding and roles of councils are outlined and administered by OFGEM (The Office of Gas and Electricity Markets)

Who is eligible for the Great British Insulation scheme?
The Great British Insulation Scheme aids individuals who are not currently eligible for government support through the ECO scheme, and who have not received any other form of funding from the UK Government for enhancing their home’s energy efficiency.
You could qualify for free insulation measures for your property via the Great British Insulation Scheme if you fall in one of the following categories:
1. Residents living in homes with an Energy Performance Certificate (EPC) rating of D-G and falling within council tax bands A-D in England and A-E in Scotland and Wales.
2. Low-income households residing in homes with an EPC rating of D-G, who may not be eligible for support under the ECO4 scheme.
